Mark Riebau, Wisconsin

Mark Riebau served as assistant section chief of Floodplain Management and Dam Safety for the Wisconsin DNR from 1978-1989. During this time as Larry Larson’s second-in-command at the DNR, Mark spent considerable time volunteering his talents to help build ASFPM during its early years.

This included:

  • Researched the application process for becoming a non-profit and filed the necessary paperwork with the Wisconsin Secretary of State, establishing ASFPM as a non-profit organization.
  • Suggested HUD-FIA provide funds to states to hire staff for a State Assistance Program (SAP) to assist communities join and comply with NFIP.
    During meeting in 1979 between Region V State NFIP Coordinator’s and Gloria Jimenez, head of NFIP for HUD to discuss HUD’s State Assistance Program (SAP) suggested all States would be better positioned to support the NFIP if HUD would provide cost share funding to add staff. The SAP evolved into what is now CAP-SSSE.
  • Convinced FEMA to stand up first MIP (Mapping Initiative Project) ~1983
    Convinced Dick Sanderson, FEMA to stand-up a review of FEMA’s mapping protocols by insurance agents, realtors, engineers, surveyors and State NFIP Coordinators. The MIP resulted in changing from the 2-map (FIRM for insurance purposes and Flood Boundary/Floodway Map for local land-use purposes) format to a 1-map format that combined the FIRM and FBFW into one map on a county-wide basis.
  • Served as the first conference exhibit halls coordinator at Pittsburg in 1986. Dan Accurti (PA), then conference director asked Mark to coordinate the solicitation and organization of exhibitors for the 1986 annual conference, a role he served for several more years.
  • Chaired TMAC 1– Mark chaired the first Technical Mapping Advisory Council (1995-2000) whose recommendations led to Map Modernization and the digitization of FIRMs.
  • First ASFPM project manager – Mark served as ASFPM’s first project manager from 2002-2004 which led to what is now the Flood Science Center which does projects for agencies and others to promote the science for best management of flood risk reduction.
  • Certification Board of Regents (CBOR) – Served on CBOR from 2014-2020 as President for first four years and chaired the committee from 2018-2020 that lead to converting the exam to the digital environment.
