
Lisa Sharrard, North Carolina
Lisa Sharrard, CFM, ANFI, CPM started her ASFPM journey in 1987, upon attending the ASFPM Conference in Seattle. Just 10 years later, Lisa was elected vice-chair, serving from 1997-1999 and then chair from 1999-2001.
In addition to her time on the board of directors, Lisa served the association in a variety of other capacities, including as chapter director (1990-1992), co-chair to both the Floodplain Regulations Committee (2009-2016) and Flood Mitigation Committee (1997-2016), CRS Task Force (2002-2009), ASFPM Foundation (1999-2006), federal liaison (2001-2009), and CBOR (2013-2024). She also represented ASFPM on numerous task forces and committees for FEMA and other federal agencies.
Lisa was the co-founder and first chair of the North Carolina Association of Floodplain Managers (NCAFPM). Lisa worked for the North Carolina Department of Emergency Management (NCDEM) as the assistant state coordinator for the NFIP until 1994, when she relocated to South Carolina to start their NFIP State Coordinator’s Office (South Carolina Flood Mitigation Program). She also co-founded the South Carolina Association for Hazard Mitigation (SCAHM).
During Lisa’s tenure as board chair, she gathered some key members together in Charlotte to evaluate the financial future of the association and consider ways to improve the profitability and status of the annual conference as the premier learning environment for floodplain management professionals.
As a member of CBOR, Lisa advocated to move the CFM exam process from paper to the digital environment starting in 2014, to increase the frequency of exam offerings, passage rates and uniformity of the exam administration and security. In 2023, that was transition was finally completed. Lisa also was instrumental in building bridges with industry partners, such as the Home Builders Association, National Association of Realtors, and insurance professionals. Lisa was recognized in Bina Venkataraman’sbook “The Optimist’s Telescope: Thinking Ahead in a Reckless Age” for her scrutiny, as state coordinator, of a high impact proposed floodplain development, which ultimately was never built.
In 2010, Lisa transitioned to the private sector, becoming a senior professional for the NFIP Direct Facility, training underwriters on the NFIP and opening her own consulting business, Carolina Flood Solutions, d/b/a U.S. Flood Solutions in 2013. Congress had just passed the Biggert-Waters NFIP Reform Act of 2012, and Lisa had the institutional knowledge to help ASFPM members and clients navigate the abrupt change, dispel the doom of higher premiums, as a result of insurance agents misquoting, and help with reform that culminated in the passage of the Flood Insurance Reform Act of 2014. As a result, ASFPM asked Congress to create the Office of the Flood Insurance Advocate to help flood policy holders understand the NFIP Flood policy issues. This modeled what Lisa had been doing.
Today, Lisa, is the managing agent and owner of Choice Flood Insurance, marketing flood insurance policies nationwide. She is a member of the Independent Agents and Brokers Association (IIABA) and represents the North Carolina Chapter (IIANC) on the Flood Insurance Committee, as well as serves as the alternate to the Chair for the Flood Insurance Producers National Committee (FIPNC).
