Chad Berginnis, CFM
Executive Director
Chad Berginnis became executive director of ASFPM in July 2012, after joining the association staff as associate director in 2011. Since 2000, he served the association as Insurance Committee chair, Mitigation Policy Committee coordinator, vice-chair, and chair. He has a Bachelor of Science in natural resources from Ohio State University. Since 1993, his work has focused on floodplain management, hazard mitigation and land use planning at the state, local and private sector level. As a state official, Berginnis worked in the Ohio Floodplain Management Program and was Ohio’s state hazard mitigation officer. As a local official, Berginnis administered planning, economic development and floodplain management programs in Perry County, Ohio. In the private sector, he was the national practice leader in hazard mitigation for Michael Baker Jr. Inc.
His responsibilities include oversight, coordination and direction on the following activities.
- Coordinate implementation of ASFPM policies and directives set by the Board of Directors.
- Coordinate and communicate with federal agencies, the Administration and Congress to promote effective policies and programs impacting flood risk, natural disasters and water resources of the nation that promote a sustainable society in an economic, environmental and social context, with a focus on community-based decision making.
- Develop tools, how-to guides and training for community officials and local staff to manage and reduce flood risk using comprehensive watershed and community growth approaches such as “No Adverse Impact.”
- Communicate and coordinate with other professional organizations and partners with common goals and interests.
- Provide liaison to and seek input from members, chapters and corporate sponsors.
- Develop conferences, workshops and web-based training, and web source information for flood-risk professionals.
- Oversee a nationwide floodplain manager certification program for professionals in the field.
Larry A. Larson, P.E., CFM
Director Emeritus, Sr. Policy Advisor
Larry Larson is a founding member of ASFPM, which was established in 1977. He was the national chair from 1979-82 and volunteered as the executive director from 1982 until it became a staff position in February 1997. He then served as the association’s executive director until 2012, when he became the director emeritus. As the director emeritus he serves as policy advisor to the ASFPM executive director and leadership of the association. These policy issues range from national flood and water policy to policy of all agencies whose programs impact flood-risk management in the nation. Besides FEMA and the Corps of Engineers, this would include policies and programs promulgated by agencies such as USDA, NOAA, EPA, DOT, DOI and Commerce, as well as the White House and Congress. Larson has worked in the water resources profession for 54 years since graduating from the University of Wisconsin – Platteville with a B.S. in Civil Engineering. He is a registered Professional Engineer in Wisconsin and California.
Mary Bart
Communications Manager
Mary Bart has more than 25 years of communications experience, including deep expertise in writing, editing, public relations, and social media. Before joining ASFPM in March 2020, Mary served the higher education community for 12 years as a managing editor with Magna Publications. Previously, as an account executive at Catapult Public and Investor Relations, she helped manage the day-to-day media relations and client communications for a high-tech public relations firm. Her association experience includes four years with the American Counseling Association in Washington, DC, where she served as editor-in-chief of ACA’s monthly newspaper. As communications coordinator at ASFPM, Mary is in charge of The Insider and News & Views newsletters as well as the association’s social media, media relations, and other strategic outreach initiatives.
Mary Beaty

Senior Project Manager
Bill Brown is the senior project manager and past Director of ASFPM’s Flood Science Center. He oversees science-based research projects focused on reducing flood risk. Prior to his tenure with ASFPM, he was hired as the inaugural stormwater executive manager for the city of Arlington, Texas where he directed the development of a comprehensive stormwater and floodplain management program. Over his 30-plus year career, Bill has worked in the private sector, municipal and county stormwater and floodplain management programs, academia, and not-for-profit organizations focused on reducing flood risk while improving the environment. He previously served as chair of the Illinois Association for Floodplain and Stormwater Management, past co-chair of ASFPM’s Mapping and Engineering Standards Committee and ASFPM’s Stormwater Management Committee, adjunct faculty member for the University of Texas at Arlington Department of Civil Engineering, served on a National Research Council for the National Academy of Science committee studying FEMA flood maps and served an appointment to the federal Advisory Committee on Water Information.

Training Coordinator
Kevin Currie, ASFPM’s training coordinator since July 2018, works with staff, volunteer leadership, members and chapters to identify training needs. He is responsible for managing, developing and deploying ASFPM’s comprehensive training program. This is his second term of employment with ASFPM, having previously worked for the association from 2012-2015 as our membership coordinator. He received his BA in political science from the University of Wisconsin–Eau Claire in 2010.
Jeff Davis
Director of Operations
Jeff Davis became director of operations of ASFPM in August 2021. Before joining he served in numerous customer service and leadership positions in the aviation industry. He has a Bachelor of Business Administration from Edgewood College in Madison. His work has focused on how effective and ethical organizations should operate and provide a safe and healthy environment for all stakeholders. His responsibilities at the Executive Office include leading the human resources, accounting, finance, communications, member services and event management functions.

Nancy Dunham joined ASFPM in November 2010. Her duties include clerical support to the certification coordinator.
Meg Galloway, P.E.

Senior Policy Advisor
Meg Galloway joined the ASFPM policy team in 2019. In this role Meg provides input into national and state flood policy issues of importance to the Association and its mission. She also provides assistance to ASFPM chapters on state policy issues when requested and maintains relationships with partner organizations with issues of mutual interest. Meg’s entire career has been focused on water resource management and public safety issues, primarily in the areas of floodplains and dams. Prior to joining ASFPM, she spent 29 years with the Wisconsin Department of Natural Resources, the last 10 years managing the floodplain management, floodplain mapping and dam safety programs. Prior to that she worked for 8 years in the water resource group at an engineering consulting firm. Meg has a B.S. in Civil and Environmental Engineering from the University of Wisconsin – Madison and is a registered professional engineer in the State of Wisconsin.
Louis Greenwell, GISP, CFM
Certification, Training & Technology Director
Louie Greenwell, an active member of ASFPM since joining the association in 2004, came on board as the association’s certification and training manager in Spring 2021. He served as president of ASFPM’s Certification Board of Regents from 2018-2021 and has been a CBOR board member since 2016.
The certification and training manager position is a newly created position at ASFPM and reflects the increased importance of ongoing professional development to the floodplain management profession.
Louie brings to this position nearly 30 years of leadership and management experience gained through employment in both the private and public sector.
Jason Hochschild
GIS Administrator
ASFPM hired Jason Hochschild in July 2011. Hochschild is a GIS analyst with ASFPM’s Flood Science Center. He is a key contributor to the center’s GIS, web mapping projects and projects requiring HAZUS analysis. Hochschild has contributed to the development of several online mapping applications such as the Great Lakes Coastal Oblique Photo Viewer and administering an outreach website developed to support FEMA’s Great Lakes Coastal Flood Study. He continues to enhance web-based mapping and outreach tools that support floodplain management and flood risk communication, and performs GIS analyses that support Flood Science Center projects. Hochschild has more than 15 years work experience in the GIS field and holds an undergraduate degree in geography (human/environment interaction focus) and a graduate-level GIS Certificate, both from the University of Wisconsin-Madison.
Jacob Jett
Research Librarian

Jacob Jett is the Association’s Research Librarian. An expert in data and metadata standards and management, he received his Masters in Library and Information Science in 2007, followed by a Certificate of Advanced Studies in Digital Libraries in 2010, and completed his PhD studies at the University of Illinois’ iSchool in 2019. Jacob manages the ASFPM library resources as well as fielding reference questions from the library’s users.
His past project work has included creating metadata standards for digital collections at the HathiTrust Research Center, creating a video game metadata standard in collaboration with the University of Washington’s GAMER group, and coordinating research projects involving data standards and digital libraries.
Beth Klusinske
Research Analyst

Beth Klusinske splits her time in the Flood Science Center between research, writing and editing on flood science topics and cataloging physical and digital items for ASFPM’s Flood Library. She has a master’s degree in Atmospheric & Oceanic” Sciences and a certificate in Air Resources Management from the University of Wisconsin-Madison. Klusinske has a background in science writing (mainly for textbooks and online courses) and used to work for Madison Public Library. She is interested in climatology as well as climate change mitigation and adaptation.

Anita Larson came to work for the association in March 2002. Her responsibilities with ASFPM include:
- Administer the Certified Floodplain Manager program.

Alan Lulloff, P.E., CFM

Alan Lulloff is a senior project manager with the Flood Science Center, managing research and outreach projects for the association. In addition to ASFPM’s published reports, ASFPM’s FSC program also has developed training materials for one-day workshops on Coastal No Adverse Impact and has conducted 10 Coastal No Adverse Workshops over the past three years on the Atlantic Coast and Gulf of Mexico.
Alan Lulloff is Science Services Program Manager for the Association of State Floodplain Managers (ASFPM) managing research and outreach projects for the association. In addition to ASFPM’s published reports, ASFPM’s Science Services program also has developed training materials for one-day workshops on Coastal No Adverse Impact and has conducted ten Coastal No Adverse Workshops over the past three years on the Atlantic Coast and the Gulf of Mexico.
Mr. Lulloff previously spent 32 years with the Wisconsin Department of Natural Resources (WDNR) in floodplain and water quality management. Early in his career, he worked in wastewater, water supply and groundwater management with the last 15 years in floodplain management, coastal engineering and dam safety. Mostly recently he was the Floodplain Mapping Coordinator and Coastal Engineer for the WDNR.
Mr. Lulloff holds an Environmental Engineering degree from the University of Wisconsin – Milwaukee, is a registered professional engineer in Wisconsin and a Certified Floodplain Manager. Graduate studies have included remote sensing and Geographic Information Systems – Certified ARC/INFO Instructor – ESRI (expired)

Sarah Magdanz

Sarah Magdanz began working for ASFPM as the conference and event planner in January 2019. With several years of experience in the event industry, she has a proven history of successfully executing corporate and non-profit events of all sizes. At ASFPM, Waller is responsible for planning and executing the annual national conference, as well as several other meetings and events throughout the year. She graduated from the University of Wisconsin-Madison in 2012, and is currently working towards earning her Certificated Meeting Professional certification in 2016, and the ASFPM Louthain Distinguished Service Award in 2016.

Jenna joined the Flood Science Center as a Senior Project Manager in October 2020, overseeing the management of several of ASFPM’s key projects. Now, as Flood Science Center Portfolio Manager, she oversees the administration and management of the Flood Science Center’s portfolio of federal grants. Before coming to ASFPM, Jenna was the Associate Program Director for Resilience at the National Association of Counties, where she handled grants and initiatives relating to resilience and community and economic development. Jenna holds a Master of Public Administration from The George Washington University and a Bachelor of Arts from the University of Notre Dame. Before transitioning into the world of resilience, she worked in arts and culture as a stage manager and a design program specialist at the National Endowment for the Arts.

Eleanor Rappolee

Eleanor Rappolee is a NOAA Digital Coast Fellow working with the ASFPM’S Flood Science Center and the Coastal States Organization on the Mitigating Multiple Loss Properties project. A Michigan native, Eleanor holds a Bachelor of Science and Master of Science degree in Geological Sciences, both from Michigan State University. Her interests lie at the intersection between natural hazards and policy, and therefore are reflected in her research experiences. As an undergraduate student, Eleanor researched earthquakes in the Midwest using seismographs, programming, and GIS techniques. Eleanor’s graduate research focused on public perception of and response to flooding in Michigan, and how these two phenomena differ geographically. In-between school, Eleanor worked at the U.S. Geological Survey researching changes in fluvial morphology due to increased flood frequency and magnitude in the Northeast. Now, at ASFPM, she is contributing her blend of skills and interests to build a repetitive loss guide for state and local floodplain managers.

Jason joined ASFPM as the IT manager in 2008 and later added the facility manager to his role. In this position, he is responsible for the Association of State Floodplain Managers, Inc.’s IT infrastructure and facilities management.

Cate Secora, a native Madisonian, is our Member and Chapter Services Manager. She has a BA in Political Science from the University of Wisconsin-Madison, and her experience includes banking, campaign staffing and youth-oriented nonprofit work. She” enjoys golfing, curling, cheering on the Wisconsin Badgers and Green Bay Packers, and spending time with her husband, friends, family, dog, and two cats.
Jeff Stone, CFM

Jeff Stone joined ASFPM in November 2007 as a project manager and Geographic Information System (GIS) coordinator. As part of the FSC program at ASFPM, he manages research and outreach projects that focus on informing flood policy through science.” Projects include, but are not limited to, evaluating FEMA’s HAZUS-MH software; research of the legal, practical and technological issues related to digital flood hazard data; and assessing and communicating effective GIS tools and applications for locating, storing, analyzing and reporting flood hazard data.
Stone has over 20 years of experience developing and applying GIS technologies to a variety of public and private sector projects. He worked as a senior GIS business analyst for Alliant Energy before returning to UW-Madison in 2003 to complete an M.S. in Geographic Information Sciences and Cartography. While at UW, he worked with the Wisconsin State Cartographer’s Office, National Park Service and UW Sea Grant Institute. During this period he co-founded Axis Maps LLC just prior to joining ASFPM.
