
George Riedel, Missouri
George Riedel began his involvement with floodplain management in 1996 when he started employment with the Missouri State Emergency Management Agency (SEMA). He was the first fulltime NFIP State Coordinator for the State of Missouri. He developed and directed SEMA’s Floodplain and Mitigation programs. During his time with SEMA he became the Branch Chief over Mitigation and Floodplain Management.
In 1996, he joined ASFPM and participated in many functions and activities. He also formed the Missouri Floodplain and Stormwater Managers Association chapter of ASFPM. In 1998, he began serving on the ASFPM board of directors as treasurer. From 1999 to 2001, he served as the vice-chair and then served as the chair from 2001-2003.
While ASFPM chair, George attended frequent meetings in Washington, DC with federal agencies, members of Congress, and related NGOs to educate them on how current issues and concerns are handled by ASFPM members to reduce flood risk and what works for floodplain management and policies. He participated in the working group for the development of the No Adverse Impact (NAI) concept. He served as the chair of the steering committee for the development of the NAI Toolkit. He also participated in ASFPM’s Administrative Council (ADCO) dealing with important internal and external issues for ASFPM.
George and Paul Osman (Illinois) were co-chairs of the 2003 National ASFPM held in St. Louis, MO. This established a viable process for two states and agencies to share in hosting the ASFPM National Conference, and George ramped up sponsorships to hold down registration costs. The ASFPM Foundation held its first silent auction at this conference.
In addition, when George was ASFPM vice-chair he oversaw the POD coordinators and policy committees. He provided administrative coordination for board meetings and members to improve board efficiency and get everyone involved. He conducted board elections and committee chair appointments in a streamlined fashion.
As treasurer, he revamped the office accounting with the treasurer role and improved long-term investments for better performance.
In 2005, George was presented the Jerry Louthain Award for Distinguished Service to ASFPM.
That same year, he became the first deputy executive director at ASFPM and served in this capacity until 2011. He was responsible for management of all office staff and internal operations. He developed and created the program that is now called Flood Mitigation Certification Program (the certification program for flood products by ASFPM/USACE). George coordinated and oversaw the CFM Program and Certification Board of Regents (CBOR). He worked to improve relationships with ASFPM members and chapters. He attended and spoke at many state chapter conferences to keep chapters up to date and involved. He served on the standing conference committee and attended site visits with the conference manager to select and contract with venues. He also assisted in advance preparation and on-site programming to improve attendee experience.
George’s dedication to the floodplain management profession and ASFPM members and chapters helped the association advance its mission in innumerable ways that we continue to benefit from today.
