Public Comment Period on Community Rating System Redesign Now Open
FEMA is seeking public comments on redesigning the Community Rating System (CRS) under the National Flood Insurance Program (NFIP) to enhance the CRS program’s effectiveness, promote resilience, and mitigate the financial impacts of flooding on communities.
We’re encouraging you to use the information below to provide comments you might wish to share with FEMA regarding the CRS. Please also submit a copy of your comments to the ASFPM policy team for integration into the association’s official submission.
Submit Written Comments via the Federal Register
FEMA posted in the Federal Register a Request for Information to gather public feedback on ways the agency can improve the CRS program: (1) to incentivize communities to take measurable actions and make sustained progress that reduce current and future flood risk; (2) to embed equity as a foundation of the CRS program; (3) to incentivize communities to promote property owners to purchase flood insurance to reduce their financial exposure to flood risk; and (4) to deliver a community participant-centered and modernized program.

Attend & Provide Verbal Comments at an Upcoming Virtual Webinar
FEMA will also hold three public webinars to gather verbal public feedback on the CRS program. The objective of these webinars is to:
- Provide information about this program review and improvement effort, called “CRS Redesign,” and exploratory questions included in the corresponding Federal Register Request for Information;
- Provide information about how to access the Federal Register Notice RFI and submit written comments; and
- Provide an opportunity for interested members of the public to provide verbal feedback.
All webinars are open to the public and will cover the same content. Participants must register in advance and will be confirmed on a first-come, first-served basis. Participation is limited to 500 attendees per meeting.

Anyone may register for these meetings. During registration, a participant may indicate a desire to provide verbal comments for the record during a meeting and may request assistive accommodation. Verbal comments from stakeholders will be limited to two minutes and become part of the official record.
Participants will be emailed a link to join the public meeting once their registration is confirmed. Each link is unique to each registration and should not be shared with anyone else.
