National Floodplain Administrator Training Needs Assessment Survey

Give the Federal Government a Piece of Your Mind! Sounds appealing, right?

FEMA and partners from State and Territory National Flood Insurance Program (NFIP) Coordinator offices are seeking just that kind of input.

Collectively, we all understand that managing floodplains can be a challenging task with many responsibilities and actions to coordinate. For this reason, FEMA’s Floodplain Management Division is seeking to redesign the agency’s trainings to better serve the needs of our nation’s 22,668 NFIP participating community Floodplain Administrators. To have a meaningful impact and, FEMA needs your input to do so.

Floodplain Administrators in National Flood Insurance Program Participating Communities have received a survey to comment on your training needs as well as the obstacles and barriers you face in trying to meet and manage floodplain activities.

The results of this survey will be used to design a national Floodplain Administrator training strategy created by FEMA.  In addition, the data will be consolidated by state in a public report and will be shared with each State NFIP Coordinator

The survey is open from June 20-Aug. 30, 2024. Only one survey can be completed from each NFIP participating community.  A community’s Floodplain Administrator should be the person filling out the survey.

Why is it important that your National Flood Insurance Program Participating Community complete this survey?

Each year, flooding is the nation’s most frequent and costly natural disaster. Well-trained and knowledgeable Floodplain Administrators save lives and prevent destruction caused by floods.

Yet building that well-trained FPA is not so easy. New FPA’s are afforded limited training options.

Unfortunately, many communities have limited capacity and cannot invest the time or resources needed to train staff for this important role.

One theme of the survey is: Do these limitations contribute to the high turnover rate in this position within local governments and would more accessible trainings increase Floodplain Administrator confidence and reduce attrition?

Another theme asked is about training products.  What do new and veteran Floodplain Administrators want with training?

The submitted responses will provide invaluable information for FEMA and our state or territory partners to create new trainings that meet the content, frequency, location, duration, and learning formats requested by the prospective participants themselves.  

Are the responses submitted by Floodplain Administrators confidential? Will they be used by FEMA to evaluate the performance of NFIP Participating Communities?

There is no Personally Identifiable Information requested to complete this survey.  The questions are broad in scope many have a multiple choice answer. Your participation and the views and opinions you wish to share will not be used as a basis for any funding decision or performance review of a National Flood Insurance Program Participating Community or the local government represented.

All responses will be kept strictly confidential and respondents are subject to the safeguards provided in the Privacy Act of 1974 (Title 5 United States Code 552a). Additionally, survey responses will only be shared in the aggregate and will not allow for identification an individual response.
