ASFPM Responds to FEMA’s RFI on Program Equity
ASFPM has submitted comments in response to FEMA’s Request for Information (RFI) related to the agency’s efforts on equity and environmental justice.
Specifically, FEMA sought public comments on President Joseph R. Biden’s executive orders 13985, 13990 and 14008 which orders assessment of existing programs and policies to determine:
- If agency programs and policies perpetuate systemic barriers to opportunities and benefits for people of color and other underserved groups.
- If additional agency actions are required to bolster resilience to climate change.
- If agency programs, policies and activities address the disproportionately high and adverse climate-related impacts on disadvantaged communities.
ASFPM’s policy team reached out to our various committees and co-chairs to gather the necessary field-tested insights on FEMA’s NFIP related policies and programs to develop the formal response, which were submitted July 21.

ASFPM is eager to assist FEMA in every manner possible in its efforts to address the issues and proposed solutions gathered through this RFP, and we appreciate everyone who took the time to provide local insights and perspectives to help us craft a thorough response on how the agency can advance equity for all.
