ASFPM Policy Priorities

Pre- and Post-Disaster Response and Mitigation

What It Is

Pre-disaster flood response involves proactive measures taken before a flood event, including community education, land use planning, and mitigation efforts. Post-disaster flood response focuses on immediate actions and long-term recovery efforts following a flood event, including emergency response, providing relief and immediate aid to affected groups and rebuilding in a resilient manner.

As floodplain managers, we are dedicated to equipping communities with the tools and resources needed to navigate and recover from the challenges posed by floods and recognize the urgency of addressing both the pre-and post-disaster phases of floods.

Why It Matters

Well-coordinated pre- and post-disaster response and mitigation measures can significantly reduce the loss of lives by ensuring timely emergency response, evacuation, and after event response to rebuild. Pre- and post-disaster flood response is integral to community resilience, helping impacted communities be better prepared for and recover after a flooding event, enhancing economic stability.

Our Position

ASFPM, in conjunction with the emergency management community, promotes legislation and policies to improve community resilience through pre-disaster planning and mitigation, response and recovery.
