FEMA Releases Capstone Doctrine and 2011-2014 Strategic Plan

FEMA is pleased to announce the completion of the 2011 – 2014 FEMA Strategic Plan (PDF 1.2MB, TXT 48KB). This document provides the foundation for how FEMA is going to foster community engagement, establish priorities to stabilize an event, build upon the understanding of risk, and learn from the things we do with the emergency management team—including Federal, state, local, tribal, and territorial governments; private sector and non-governmental organizations; faith-based and community-based organizations; and the American public. The Strategic Plan describes our way forward to foster a whole community approach to emergency management.

The Strategic Plan builds on the “Administrator’s Intent” approved last year, which links FEMA’s strategic focus to the broader principles of the President’s National Security Strategy and the Secretary’s Quadrennial Homeland Security Review. All of these documents recognize the importance of working as a team to strengthen the Nation’s resilience. In order to implement the strategic direction, FEMA will implement the following four initiatives described in the 2011 – 2014 FEMA Strategic Plan:

Foster a Whole Community Approach to Emergency Management Nationally;

Build the Nation’s Capacity to Stabilize and Recover From a Catastrophic Event;

Build Unity of Effort and Common Strategic Understanding Among the Emergency Management Team; and

Enhance FEMA’s Ability to Learn and Innovate as an Organization.

FEMA is also proud to introduce the first edition of FEMA’s Publication 1 (Pub 1) (PDF 2.5MB, TXT 117KB), which serves as our capstone doctrine. Pub 1 communicates who and what FEMA is, what we do, and how we can better accomplish our missions. Pub 1 defines our principles and culture, and describes our history, mission, purpose and ethos.

Together these documents provide a comprehensive understanding and direction of our organization and builds on organizational efforts to create a stronger organization, which will contribute to a more capable emergency management community.
