More than $2.34 billion in Hazard Mitigation Assistance Grants and Public Assistance Mitigation funds were delivered to states, local communities, tribes, and territories, according to FEMA’s Hazard Mitigation Assistance 2021 Year in Review.

The newly released report provides an overview of the HMA activities and accomplishments of the past year, which saw an historic commitment of $3.46 billion in additional Hazard Mitigation Grant Program funds.  In addition, 2021 also brought the partial implementation of the Federal Flood Risk Management Standard (FFRMS) for HMA programs. This policy requires certain structures in Special Flood Hazard Areas to conform to a higher flood elevation standard if they use HMA grant funds. The higher flood elevation standard will help reduce the impact of future flood disasters on communities, protecting life and property and mitigating for the effects of a changing environment.

In alignment with FEMA’s Hazard Mitigation Assistance Strategic Framework for Fiscal Year 2022-23, the Year in Review highlights information on:

  • Reducing risk through the delivery of mitigation programs. This section provides data and information about the Building Resilient Infrastructure and Communities (BRIC) program, Flood Mitigation Assistance, the Hazard Mitigation Grant Program and Post Fire grants, Pre-Disaster Mitigation and Public Assistance Mitigation.
  • Reducing barriers, providing focused assistance to underserved communities and simplifying the mitigation assistance process to ensure our partners have straightforward and equitable access to mitigation grant programs.
  • Building a prepared and resilient nation by ensuring stakeholders have information about programs, tools, training and resources. This includes a robust online library of educational materials, which is summarized in a fact sheet on FEMA Hazard Mitigation Assistance Grant Programs.
  • Fostering connections by working closely with federal partners, states, local communities, tribes, and territories to help them consider mitigation and risk reduction in all investment decisions.
