FEMA Releases National Resilience Guidance

FEMA’s Office of Resilience Strategy has released the National Resilience Guidance (NRG), a document aimed at providing a unified approach to enhancing community and national resilience. Developed over 18 months with input from federal and non-federal partners, the NRG sets forth broad principles and concrete actions that individuals, communities, organizations, and all levels of government can take to foster resilience across all sectors.

The guidance emphasizes the importance of addressing both chronic community stressors, such as deteriorating infrastructure and poverty, and acute shocks, such as natural disasters and infrastructure failures. By adopting a whole-community approach, the NRG seeks to bridge gaps between various systems and promote collaboration, recognizing that resilience is a shared responsibility.

Key elements of the NRG include:

  • Promoting a common understanding of resilience
  • Highlighting the relationship between stressors and shocks
  • Defining roles for individuals, communities, organizations, and governments
  • Offering a maturity model to guide resilience planning and implementation

As part of the NRG release, FEMA also introduced the Resilience Resources Gateway, an interactive platform designed to complement the guidance with tools, case studies, and additional resources to help communities build resilience.

To foster deeper understanding and engagement, FEMA will host a series of webinars throughout September and October. These sessions will provide insights into how communities can apply the NRG to their resilience efforts.
