FEMA has released new application support material to help Hazard Mitigation Assistance (HMA) subapplicants prepare cost-effectiveness narratives for eligible mitigation projects with total costs under $1 million. The guidance outlines the information FEMA recommends applicants provide so the agency can estimate a benefit-cost ratio during project review, including documentation of project benefits, costs, hazard history, and expected risk reduction.
The document also includes project-specific recommendations for a wide range of mitigation activities, example cost-effectiveness narratives, and application submission instructions. While not a replacement for the HMA Guide, it serves as a practical reference for developing stronger, more complete HMA subapplications and may help speed up the review process and reduce requests for additional information.
