FEMA Releases Updated Hazard Mitigation Assistance Program and Policy Guide

On March 23, FEMA released an updated Hazard Mitigation Assistance Program and Policy Guide, which aims to reduce complexities and increase stakeholder accessibility to resilience grant programs.

Hazard Mitigation Assistance GuideSpanning more than 600 pages, this is the first update to the guide since 2015. The new guide incorporates climate change and future conditions, equity, building codes, capability and capacity building, nature-based solutions and community lifelines as key principles for its grant programs. It also covers a new program created since the last version, Building Resilient Infrastructure and Communities (BRIC).

State, local, tribal and territorial governments can use the guide to help them through the Hazard Mitigation Assistance grant lifecycle process. FEMA’s mitigation grant programs provide funding for actions that address risks to and reduce disaster suffering from events like wildfires, drought, extreme heat, hurricanes, earthquakes and flooding. This new guide replaces the 2015 HMA Guidance and HMA Guidance Addendum.

HMA Guide Update 101: You can get an overview of the new HMA guide with this on-demand video, which is available on FEMA’s YouTube channel.

FEMA will also be offering several webinars and developed materials that offer more information about the updated guide. The webinars will provide stakeholders with an overview of the updated guide along with time set aside for Q&A.
