Job Description

If you have strong project or program management skills and are interested in GIS, water resources, terrain analysis and cartography, this position may be for you! In addition to assisting Wisconsinites and partnering with a federal agency and local communities, this position is responsible for the overall management of Wisconsin’s Floodplain Mapping projects. This position will coordinate all Geographic Information Systems (GIS) staff assignments, track project schedules, manage budgets, and coordinate grant application materials. Coordination of all GIS-related aspects of cooperative floodplain mapping efforts with FEMA, which are needed to develop Wisconsin specific flood maps, is required. This includes preparation, submittal and management of detailed federal project grants related to digital map production. The position also serves as the Floodplain Mapping Program GIS technical lead and makes recommendations with minimal supervisor review.

The position will also support development of appropriate systems to allow for automation of map production and reporting and is responsible for ensuring compliance with FEMA’s floodplain mapping process. The position will develop advanced GIS databases and technical tools to improve efficiency of automated mapping and be responsible for review of data production by GIS staff. The position will also serve as a project lead for assigned projects.

Qualifications
  • Experience facilitating or coordinating complex project teams with multiple contributing members including task delegation, prioritization, tracking, communication, and calibration.
  • Experience in project and/or grant management to include tasks such as cost estimating, bidding and bid document creation, writing or reviewing requests for proposal (RFPs), grant application, tracking and communicating project scope, schedule, and budget to necessary stakeholders.
  • Professional experience performing GIS data management including conversion and transformation, GIS data editing, quality control, metadata management and creating maps to defined specifications using Environmental Systems Research Institute (ESRI) ArcGIS Desktop software (ArcMap and ArcGIS Pro).
Preferred Skills
  • Professional experience with GIS scripting and/or development of automation routines for complex geospatial data processing or mapping tasks. Such experience would include tasks such as development of ESRI Model Builder geoprocessing tasks, automation with Python or other scripting/coding language, or development of other add-ins or enhancements for GIS-related processes or software. Extra consideration will be given to candidates that have GIS support of water resources, water resource engineering, flood modeling, and/or flood mapping.
  • Knowledge of FEMA’s GIS data structure requirements and mapping processes for creation or modification of Flood Insurance Rate Maps (FIRMs) and professional experience in the use of GIS and FEMA software tools for developing and updating FIRMS, preferably including the use of the FEMA Mapping Information Platform (MIP) for project tracking.
  • Experience working independently or as a primary lead in applying for and concurrently managing multiple grants at the state or federal level, FEMA-related grant experience a plus.
