Short-term NFIP extension likely through Dec. 22
This is the latest we are hearing on NFIP reauthorization, excerpted from CQ Roll Call Dec. 7, 2017:
The House Rules Committee recommended on Wednesday a closed rule for a stopgap continuing resolution to fund federal agencies through Dec. 22, paving the way for floor consideration of the measure Thursday.
The panel adopted the rule by an 8-4 vote that would not allow any amendments to the two-week funding patch (H J Res 123).The current stopgap (PL 115-56) expires Friday at midnight.
The Dec. 22 measure introduced Saturday also contains a technical fix for the Children’s Health Insurance Program to help states in the absence of an overdue reauthorization. The closed rule for the CR was included in what’s known as a combined rule, which also governs floor procedure on two other pieces of financial services-related legislation.
On the CHIP provision in the CR, House Rules Chairman Pete Sessions explained “this change means that [Centers for Medicare and Medicaid Services] can make states whole or allow them to be whole with federal dollars through Dec. 31, 2017.” The Texas Republican noted the CR would also extend funding for the federal flood insurance program through Dec. 22 as communities continue rebuilding from recent hurricanes.
Sessions said the two-week stopgap “will fund the government and allow the House and the Senate to continue their work on these important activities,” referring to ongoing work to strike a bipartisan budget deal to lift the austere discretionary spending caps in law (PL 112-25) needed to enact regular appropriations.
