ASFPM submitted comments April 11 in response to a Federal Register notice of a proposed rule defining the scope of waters federally regulated under the Clean Water Act. The proposed rule is the second step in implementation of the Executive Order signed Feb. 28, 2017, instructing the Environmental Protection Agency and U.S. Army Corps of Engineers to revise the 2015 Clean Water Rule.
