With the implementation of the 2012 and 2014 NFIP reform legislation, there has been an increase in the number of non-federal (“private”) flood programs. With that, there has been an increase in the number of questions from property owners, floodplain managers, lenders and others regarding these policies. Questions asked like: What do they cover? Are they always cheaper? Can they be used with grants? Do they offer ICC coverage? Will lenders accept them? Is the insurance provider going to be there after the next big storm? How will private flood insurance affect my community?
This presentation will provide an overview of the current private flood insurance marketplace, how these policies compare to the NFIP flood insurance policy, and questions that property owners and floodplain managers should ask about and limitations to be aware of. This will help floodplain managers and others be better prepared the next time when (not if!) they see a private flood insurance policy.

• Answer basic questions about the nature of private flood insurance policies and how they may impact your community.

Bruce Bender, CFM, Senior Vice President of Bender Consulting Services, Inc., specializes in outreach and risk communication services. He consults on FEMA’s Risk MAP effort, as well as locally with counties and communities in developing and implementing community engagement and risk communications plans. He consulted on FEMA’s FloodSmart marketing campaign and has been part of several flood and private flood insurance studies. Prior to consulting, Bender worked in the insurance industry for close to 15 years, including managing one of the largest WYO flood insurance programs. He has been active in several flood-related committees and associations, and is the current co-chair of ASFPM’s Flood Insurance Committee. He has a B.S. in geology from College of William and Mary...and a flood insurance policy!
