DESCRIPTION
Now, more than ever, there is a need to consider all of the tools available for reducing flood risk.  An area of growing consumer interest is with nonstructural flood proofing.  These risk management techniques support the technical assistance and advice provided for permits, hazard mitigation planning and funding applications, as well as providing potential avenues for reducing flood insurance premiums by mitigating flood risk. Floodplain managers and other local officials are being called upon more frequently to provide options for reducing property damages associated with flooding. Impending NFIP reform and rising flood insurance premiums for existing at-risk structures has made understanding and implementation of nonstructural alternatives more important than ever. This webinar will offer an overview of the various nonstructural techniques and their application.

This webinar will provide information about:
  • Nonstructural techniques for existing at-risk structures or new development in flood prone areas;
  • The pros and cons of common techniques with special considerations;
  • Sources of information, including a matrix of nonstructural options and other resource tools; and
  • The nonstructural planning requirements for non-Federal partners pursuing risk reduction measures through USACE programs.

Intended Audience: While this webinar is primarily intended for local officials, anyone with an interest in this topic, even property owners, are invited to participate.

Presenter:
Randall Behm, P.E., CFM, U.S. Army Corps of Engineers, is a nationally recognized expert on nonstructural flood proofing. He has been an employee of the USACE for 33 years and was the recipient of the ASFPM John R. Sheaffer Award for Excellence in Floodproofing for 2016, as well as the US Army Corps of Engineersí Flood Risk Manager of the Year for 2012. He has served as Chair of the Corpsí National Nonstructural Committee, where he managed a team of technical resources dedicated to identifying and communicating flood risk, formulating nonstructural mitigation measures, and supporting sound floodplain management. His prior experiences include being the Chief of the Flood Risk and Floodplain Management Section for USACE - Omaha District, a program manager and hydraulic design engineer.
