New FEMA Disaster Grant Obligations Process Webinars

On March 1, FEMA began implementation of a program enhancement to record Public Assistance and Hazard Mitigation Grant Program funds at the project level. This change adds transparency to the drawdown process for FEMA and the recipient; provides controls to prevent overdrawing of projects; and allows FEMA to provide the recipient with reports on a daily, weekly, monthly or quarterly basis by disaster, by project. This new process also simplifies and improves the accuracy of the required quarterly reporting process, as well as, enhance FEMA’s and the recipient’s fiduciary grants management responsibilities. The change has been initiated in the financial management system, grantees will be able to see project by project obligations and disbursements.

A series of three (3) webinars have been scheduled to provide you with an overview of the system enhancement as well as training on how to use the new interface and draw down project funding. The primary audience for these webinars is State and Tribal Emergency Management and State and Tribal Financial Management Staff. Each of the three (3) sessions will be identical so you may join the one that best fits your calendar.

This program enhancement applies only to the Public Assistance and Hazard Mitigation Grant Programs. The change are effective for disasters occurring after the implementation date and will not be applied retroactively to prior disasters.

All disaster declarations on or after March 1, 2015 require the recipient to request funding on a project by project basis. All funds obligated on disasters declared prior to March 1, 2015 will continue to be available in a lump sum until they are fully drawn down but new declaration project obligations will begin to display on a project by project basis.
