CHAD BERGINNIS, CFM
Chad Berginnis became executive director of ASFPM in July 2012, after joining the association staff as associate director in 2011. Since 2000, he served the association as Insurance Committee chair, Mitigation Policy Committee coordinator, vice chair and chair. He has a Bachelor of Science in natural resources from Ohio State University. Since 1993, his work has focused on floodplain management, hazard mitigation and land use planning at the state, local and private sector level. As a state official, Berginnis worked in the Ohio Floodplain Management Program and was Ohio's state hazard mitigation officer. As a local official, Berginnis administered planning, economic development and floodplain management programs in Perry County, Ohio. In the private sector, he was the national practice leader in hazard mitigation for Michael Baker Jr. Inc.
His responsibilities include oversight, coordination and direction on the following activities:
- Coordinate implementation of ASFPM policies and directives set by the Board of Directors.
- Coordinate and communicate with federal agencies, the Administration and Congress to promote effective policies and programs impacting flood risk, natural disasters and water resources of the nation that promote a sustainable society in an economic, environmental and social context, with a focus on community-based decision making.
- Develop tools, how-to guides and training for community officials and local staff to manage and reduce flood risk using comprehensive watershed and community growth approaches such as "No Adverse Impact."
- Communicate and coordinate with other professional organizations and partners with common goals and interests.
- Provide liaison to and seek input from members, chapters and corporate sponsors.
- Develop conferences, workshops and web-based training, and web source information for flood-risk professionals.
- Oversee a nationwide floodplain manager certification program for professionals in the field.
LARRY A. LARSON, P.E., CFM
DIRECTOR EMERITUS - SENIOR POLICY ADVISOR
Larry Larson is a founding member of ASFPM, which was established in 1977. He was the national chair from 1979-82 and volunteered as the executive director from 1982 until it became a staff position in February 1997. He then served as the association's executive director until 2012, when he became the director emeritus. As the director emeritus he serves as policy advisor to the ASFPM executive director and leadership of the association. These policy issues range from national flood and water policy to policy of all agencies whose programs impact flood-risk management in the nation. Besides FEMA and the Corps of Engineers, this would include policies and programs promulgated by agencies such as USDA, NOAA, EPA, DOT, DOI and Commerce, as well as the White House and Congress. Larson has worked in the water resources profession for 54 years since graduating from the University of Wisconsin - Platteville with a B.S. in Civil Engineering. He is a registered Professional Engineer in Wisconsin and California.
INGRID D. WADSWORTH
Ingrid Wadsworth came to ASFPM in June 2011 having served in numerous capacities at the federal, state, regional and local levels in Chicago and surrounding areas. Most recently, as executive director of the Fox Waterway Agency in Illinois, Wadsworth focused on practical and community-based approaches to watershed and floodplain management, flooding, water quality, and lakes and river restoration, where she earned several awards and honors. As a public speaker, media contact, legislative liaison and technical expert, she also served as co-chair of the Environment and Natural Resources Subcommittee of the Chicago Metropolitan Agency for Planning, Trustee for the village of Richmond, Illinois, and worked as an enforcement officer for U.S. Environmental Protection Agency, Region 5, Chicago. She is a proud alumni of Northern Illinois University where she earned her Bachelor's of Science in Biological Sciences.
As operations director, Wadsworth's responsibilities include oversight and direction of all aspects of the ASFPM's daily operations.
- Manage day-to-day administrative functions of the association including personnel and financial management, grants and fundraising, recordkeeping and policies and procedures.
- Direct and monitor work planning, conference and meeting support and provide staff support for board, committees, CFMs and membership.
- Serve on the Certification Board of Regents and oversees effective implementation of the CFM program in the nation.
- Oversee projects, grants, contracts and publications in cooperation with project managers and other association staff and volunteers.
- Serve as liaison with all members, partners and stakeholders to further ASFPM's mission.
- Represent ASFPM and its membership on national policy development and decision making.
Wadsworth is active in the community, contributing her time to many local charities. She is a long-time Rotarian, and also active with many local professional and watershed groups.

ALAN LULLOFF, P.E., CFM
CHIEF SCIENTIST, FLOOD SCIENCE CENTER
Alan Lulloff is the chief scientist of the Flood Science Center, managing research and outreach projects for the association. In addition to ASFPM's published reports, ASFPM's FSC program also has developed training materials for one-day workshops on Coastal No Adverse Impact and has conducted 10 Coastal No Adverse Workshops over the past three years on the Atlantic Coast and Gulf of Mexico.

JEFF STONE, CFM
SENIOR PROJECT MANAGER, FLOOD SCIENCE CENTER
Jeff Stone joined ASFPM in November 2007 as a project manager and Geographic Information System (GIS) coordinator. As part of the FSC program at ASFPM, he manages research and outreach projects that focus on informing flood policy through science. Projects include, but are not limited to, evaluating FEMA's HAZUS-MH software; research of the legal, practical and technological issues related to digital flood hazard data; and assessing and communicating effective GIS tools and applications for locating, storing, analyzing and reporting flood hazard data.
Stone has over 20 years of experience developing and applying GIS technologies to a variety of public and private sector projects. He worked as a senior GIS business analyst for Alliant Energy before returning to UW-Madison in 2003 to complete an M.S. in Geographic Information Sciences and Cartography. While at UW, he worked with the Wisconsin State Cartographer's Office, National Park Service and UW Sea Grant Institute. During this period he co-founded Axis Maps LLC just prior to joining ASFPM.
CERTIFICATION PROGRAM ASSISTANT
Nancy Dunham joined ASFPM in November 2010. Her duties include clerical support to the certification coordinator.
Schneeberger joined ASFPM as the IT manager. In this position he is responsible for the associations IT infrastructure, website and internal IT projects.
GIS & RESEARCH ANALYST, FLOOD SCIENCE CENTER

Jason Hochschild was hired by ASFPM in July of 2011 to help expand the Geographic Information Systems and web mapping capabilities of the association's FSC program. He previously was a contractor with ASFPM for two years working on several HAZUS projects, building online mapping applications such as the Great Lakes Coastal Oblique Photo Viewer, and administering an outreach website ASFPM developed for FEMA's Great Lakes Coastal Flood Mapping Project.
As an ASFPM employee, Hochschild continues to enhance web-based mapping and outreach tools that support floodplain management and flood-risk communication and performs GIS analyses that support ASFPM projects. Hochschild has over 10 years work experience in the GIS field and holds an undergraduate degree in Geography (Human/Environment Interaction Focus) and a graduate level GIS Certificate, both from the University of Wisconsin - Madison.
Suzanne Gillingham started as the accountant for ASFPM in December 2014. She has a B.S. in History from the University of Wisconsin-Stevens Point and an MBA with an emphasis in Accounting from Edgewood College in Madison, WI. She has been a Certified Management Accounting through the Institute of Management Accountants for 19 years. She spent 19 years as the director of finance at a local non-profit, AIDS Network. This provided her with significant experience in non-profit accounting and grant management.
PUBLIC INFORMATION OFFICER
Michele Mihalovich has been the PIO for ASFPM since November 2013, having previously served as an award-winning journalist and editor for multiple newspapers in Iowa, Oregon and Washington. Mihalovich served as a King County/Seattle Public Health Medical Reserve Corps volunteer and has completed FEMA NIMS/ICS. She also served on a media panel, instructing new PIOs through Washington Emergency Management.
Her responsibilities at ASFPM include copy-editing all major publications, writing "News & Views" and "The Insider," content creation and platform management across all departments to ensure a strong connection to our members and the driver of ASFPM's web, social media, voice, video, images and advanced technologies.
She graduated from Iowa State University with a BA in Journalism and Mass Communication, and served as communications specialist at ISU's Engineering Publication and Communication Services.
RESEARCH LIBRARIAN, FLOOD SCIENCE CENTER
Melissa Haig began working for ASFPM in June 2015. As a research librarian she is responsible for developing and maintaining the ASFPM library and providing research support for ASFPM staff and the broader community. She earned her Masters of Library Science from the University of Wisconsin - Madison.
SENIOR PROJECT MANAGER, FLOOD SCIENCE CENTER
Bill Brown is the senior project manager for ASFPM's Flood Science Center. He oversees science-based research projects focused on reducing flood risk. Prior to his tenure with ASFPM, he was hired as the inaugural stormwater executive manager for the city of Arlington, Texas where he directed the development of a comprehensive stormwater and floodplain management program. Over his nearly 30-year career, Brown has worked in the private sector, municipal and county stormwater and floodplain management programs, academia, and not-for-profit organizations focused on reducing flood risk while improving the environment. He previously served as chair of the Illinois Association for Floodplain and Stormwater Management, past co-chair of ASFPM’s Mapping and Engineering Standards Committee and ASFPM’s Stormwater Management Committee, adjunct faculty member for the University of Texas at Arlington Department of Civil Engineering and served on a National Research Council for the National Academy of Science committee studying FEMA flood maps. Brown is currently serving a four-year appointment to the federal Advisory Committee on Water Information.
Haley Briel, a Toledo, Ohio native, works with ASFPM’s Flood Science Center as a research specialist. She has spent her professional life approaching water-related topics through a variety of lenses, from her time as the environmental outreach coordinator for Wofford College’s Thinking Like a River program, to more recently as a program and policy analyst for the Wisconsin Department of Health Services. Briel is most interested in developing comprehensive flood strategies that incorporate not only engineered solutions, but consider the social and health needs of a community. She holds a Bachelor’s degree in earth and environmental science from Vanderbilt University, and two Master’s degrees from the University of Wisconsin-Madison in urban and regional planning and water resources management.
CHAPTER and ASFPM FOUNDATION COORDINATOR
Gigi Trebatoski is our chapter and ASFPM Foundation coordinator. She came to ASFPM with a diverse background in administrative support, which includes grants management and budget analysis in state government, as well as previous experience working with nonprofits and foundations. Trebatoski will serve as the liaison with ASFPM chapters and the foundation board. She has a BA in political science, is an artist and has had a lifelong interest in wetlands ecology, which led her to live for a while near the Everglades and work as an eco-tourist guide in the Pantanal in Brazil.
TRAINING AND E-LEARNING COORDINATOR
Kevin Currie, ASFPM's training and e-learning coordinator since July 2018, works with staff, volunteer leadership, members and chapters to identify training needs. He is responsible for managing, developing and deploying ASFPM's comprehensive training program. This is his second term of employment with ASFPM, having previously worked for the association from 2012-2015 as our membership coordinator. He received his BA in political science from the University of Wisconsin–Eau Claire in 2010.
Jennifer (Jen) Niles, our new web developer, specialized in design and front-end development in WordPress for the past 16 years. She also has experience in custom CMS BLOX, Joomla and limited experience in Drupal, WIX, Weebly and Google analytics in addition to integrating with applications such as MailChimp, Constant Contact, PayPal, WooCommerce, YouTube and Vimeo.
Prior to her web development experience, she worked for various companies such as Minuteman Press, Capital Newspapers, and more recently, the Wisconsin Department of Natural Resources. Niles enjoys being involved at different stages of a project from initial requirements gathering and scoping to redesign and development.
She lives near Prairie du Sac with her husband and has two sons who live in the Madison area. She and her husband enjoy cruising in restored Mustangs as well as attending live music venues, hiking, traveling and spending time with family and friends. She also has a passion for gardening, arts and crafts, photography, and hanging out with their cat and two dogs.
Niles is very excited to join ASFPM and be part of an organization that impacts so many people and continues to grow. This is an exciting time for ASFPM as we're strengthening in a technical area that has the potential to be very impactful in years to come!
CENTER DIRECTOR, FLOOD SCIENCE CENTER
A native Ohioan, Drew Whitehair moved to Madison, WI in 2012 and rejoined ASFPM in 2018. Prior to ASFPM, he spent time with Ohio EMA, Michael Baker International and American Family Insurance. He has an education in emergency management, holds a green belt in lean six sigma, and has a background loaded with program management and charismatic/participative leadership. Having built and managed countless projects and initiatives, Whitehair’s experience demonstrates his ability to improve process and inspire people around him through innovation, teamwork and passion. He provides support to our Flood Science Center by managing the National Flood Barrier Testing and Certification Program. When he isn’t working, you’ll find him losing balls on the golf course, hunting for cool vinyls, and spending time around a fire pit with family and friends.
Beth Klusinske splits her time in the Flood Science Center between research, writing and editing on flood science topics and cataloging physical and digital items for ASFPM’s Flood Library. She has a master’s degree in Atmospheric & Oceanic Sciences and a certificate in Air Resources Management from the University of Wisconsin-Madison. Klusinske has a background in science writing (mainly for textbooks and online courses) and used to work for Madison Public Library. She is interested in climatology as well as climate change mitigation and adaptation.
SENIOR PROJECT MANAGER
Dave Fowler has more than 40 years of experience in flood management, stormwater issues, water resources and water quality management. He spent 36 years with the Milwaukee Metropolitan Sewerage District as the environmental policy coordinator and senior project manager where he worked on flood management policy, and planning, design and construction projects ranging from $50,000 to $120 million. After retirement, Fowler spent two years working for Stantec, a private consulting firm, as a senior project manager. He currently works for ASFPM's Flood Science Center as a senior project manager. Fowler served as conference chair for the 2005 ASFPM annual national conference, taught the CFM refresher course six times, participated as participant and trainer in three coastal workshops, and was a co-instructor for three channel geomorphic training workshops. He also served as ASFPM's Watershed Pod facilitator from 2010 to 2018. He was awarded the 2005 River Network's National River Hero; the Sweet Water Coalition Individual Watershed Champion in 2016, and the ASFPM Louthain Distinguished Service Award in 2016.
Sarah Waller began working for ASFPM as the conference and event planner in January 2019. With several years of experience in the event industry, she has a proven history of successfully executing corporate and non-profit events of all sizes. At ASFPM, Waller is responsible for planning and executing the annual national conference, as well as several other meetings and events throughout the year. She graduated from the University of Wisconsin-Madison in 2012, and is currently working towards earning her Certificated Meeting Professional certificate.
MEMBERSHIP ENGAGEMENT COORDINATOR
Cate Schally, a native Madisonian, is our membership engagement coordinator. She has a BA in Political Science from the University of Wisconsin-Madison, and is very excited to be on the ASFPM team. Her experience includes banking, campaign staffing and youth-oriented nonprofit work. She enjoys golfing, curling, cheering on the Wisconsin Badgers and Green Bay Packers, and spending time with her fiancé, friends, family and two cats.
