DETAILS
This workshop and training will focus on water rights and water administration in Colorado, with emphasis on engineering aspects. It will address various water rights doctrines, Colorado Constitutional basis and water law, securing water rights, changes in water rights and plans for augmentation, organizational structure for water administration and water management, interstate compacts between Colorado and neighboring states, consumptive use - evaportranspiration - and stream depletion calculations, interaction between surface runoff and water rights, groundwater appropriation and administration, and engineer's role in developing facts and in providing expert testimony. The course will cover:

Fundamentals of water rights in Colorado

Steps needed to obtain and secure a water right

How to evaluate water rights and determine their dependability under different hydrologic conditions

Administration of water rights in Colorado

Engineering calculations in water rights use, change of use, transfers, substitute water supply and water rights augmentation plans

How to develop facts, participate in negotiations with other water users and provide expert testimony

What is needed to protect water rights of a client or your organization from changes that may occur on the stream system
