Committees Support Flood Loss Reduction
ASFPM FOUNDATION STRATEGIC PLAN
March 2006

INTRODUCTION

This Strategic Plan (Plan) sets the future direction of the ASFPM Foundation. The Plan is an update of the Foundation's 2003 ASFPM Foundation Strategic Plan. In support of the ASFPM, the Foundation will concentrate on select long-term public policy issues. The Plan also includes a new structure and organization of committees.

Our perception of ASFPM

• Targeted to practitioners and carries messages from practitioners to policy makers.

Foundation

• Acts as a forum for thorough and focused examination of a few key issues that need resolution for the sake of good floodplain management.

• Communicates results of Forum to the world.


MISSION STATEMENT

The mission of the ASFPM Foundation is to promote public policy through select strategic initiatives and serve as an incubator for long-term policy development that promotes wise floodplain management.


VISION STATEMENT

The ASFPM Foundation is the respected and recognized leader in focusing attention on and promoting the resolution of issues critical to successful floodplain management.

GOALS

The Plan's four main goals focus on: events (principally Forums); implementation of outcomes from events and outreach; fund raising; and governance. Specific action items and performance targets are listed under each goal.

Goal 1 – Events

Sponsor major Forums and other events on important public policy issues for floodplain management. Publish and communicate the outcomes of these Forums and events.

a. Sponsor a major Forum on public policy issues at least once every two years.

b. Sponsor or co-sponsor at least one follow-up event per year from previous Forums to communicate outcomes to policymakers.

c. Sponsor or co-sponsor at least one other event addressing a current critical floodplain management issue.

d. Produce and disseminate reports including presentations documenting the outcomes of Forums and Events.

e. Develop a strategic roll-out plan to communicate results

Goal 2 – Implementation and Outreach

Communicate outcomes of Forums and Events that promote follow-on research and policy activity. Through outreach, become ambassadors on floodplain management and related Foundation activities.

a. Execute the strategic roll-out plan developed under Goal 1.

b. Communicate outcomes from activities related to Goal 1 annually to each ASFPM Policy Committee at the Annual Meeting.

c. Present the Foundation activities related to Goal 1 at ten Chapter meetings.

d. Present the Foundation activities related to Goal 1 at ten meetings with organizations outside ASFPM.

e. Support a half-time position with ASFPM.

f. Develop a fact sheet that presents the Foundation and the Association goals and objectives, and clarifies the differences.

g. Augment the Foundation website with current information including updates at least annually to include a page that documents the outcomes of activities related to Goal 1.

h. Formalize a Foundation Associate Program and require each Trustee to recruit at least one Associate to participate in Foundation activities.

i. Create a brochure that reflects the Foundation’s new mission, vision and goals.

j. Continue to publish an independent newsletter distributed via email.

• Establish a mailing list and develop a list serve for the Foundation, building off the Association membership.

• Revise a tag-line for the Foundation to reflect current Mission.

j. Draft and issue press releases for Foundation accomplishments.

k. Develop a plan for closer relationship with academia to engage them in implementation and research of outcomes of Foundation activities. Secondly, to engage academia in shaping in public policy

Goal 3 – Fund Raising

Raise funds to assist in achieving the Mission of the Foundation.

a. Develop way to better recognize corporate and individual donors.

b. Develop a five-year fund raising plan updated annually in February. Plan will address specific metrics for the following categories.

• Internal – ASFPM individuals, state chapters, and corporate members.

• External – Groups that are impacted by Floodplain Management like bankers, insurance companies, flood determination companies, realtors, developers.

• Silent Auction at the annual ASFPM conference.

• Fully fund event sponsorship for various events.

c. Develop capability for people to donate on the website.

Goal 4 - Governance

a. Establish Committees to guide the activities of the Foundation.

• Events Committee (Chair: Doug Plasencia)

• Implementation and Outreach Committee (Chair: Mike Armstrong)

• Development Committee (Chair: Dale Lehman)

• Nominations Committee (Chair: Larry Olinger)

b. Develop annual work plans (developed by committee chairs for each committee).

c. Update the Strategic Plan on an annual basis.

d. Redefine the roles and responsibilities of the Trustees, the Advisory Board members, Associates, and new person (ASFPM/Foundation Marketing and Research Coordinator).

e. Review the by-laws annually and recommend changes when necessary to the Association.
