Office of Risk Identification Conference Call Summaries

At ASFPM's request, FEMA flood mapping staff leadership and ASFPM representatives Alan Lulloff, Chair of the ASFPM Mapping & Engineering Standards Committee, and Mark Riebau, ASFPM Project Manager, are holding conference calls. The purpose of the calls is to maintain open lines of communication between FEMA's Office of Risk Indentification and ASFPM regarding Map Modernization implementation and the development of state business plans. ASFPM members that have questions they would like raised during these conference calls may forward them to Alan Lulloff.

2007-2008 Goals and Objectives

Goal 1: Work with FEMA and Congress to identify strategies that extend Map Modernization efforts beyond the current scope and time period, as well as address concerns about maintenance of Modernized Maps.

• Objective: Develop a White Paper on flood map maintenance addressing long-term maintenance issues and expectations.
• Objective: Provide input and guidance to FEMA and their contractors on maintenance concerns of the ASFPM Membership

Goal 2: Work with FEMA to explore reducing map production costs including using alternate cartographic protocols that more fully utilize GIS tools and digital data.

• Objective: Identify procedures that have high cost but do not contribute significantly to better flood hazard mapping.

Goal 3: Continue liaison activities with various FEMA Committees and other flood mapping interest groups.

• Objective: Provide input and expert testimony to FEMA’s committees and other special interest groups as well as offer ASFPM’s views and recommendations.

Goal 4: Provide Map Modernization related information and assistance to members.

• Objective: Respond to member requests for Map Modernization information and other technical data.
• Objective: Provide a forum for members to bring concerns to be elevated to the Board of Directors


2006 - 2007 Status Report

Goal 1: Continue to monitor modifications and improvements to FEMA’s Map Modernization Program, including updates made to the Multi-Hazard Implementation Plan.

• Objective: Follow status of Multi-Hazard Implementation Plan, including changes made due to Mid-Course Adjustment.
• Objective: Keep Board of Directors and membership appraised of significant modifications and improvements to Map Modernization.
• Objective: Follow status of bills in Congress and keep Board of Directors and membership appraised of possible effects the proposed changes may have on the program and any related significant mapping issues.

Status: The Committee provided comments to the Board and ASFPM Office on several Map Mod issues and continues to monitor the MHIP.

Goal 2: Work with FEMA on issues affecting the implementation of Map Modernization including Procedure Memorandums and Guidelines and Specifications for Flood Hazard Mapping Partners.

• Objective: Monitor and provide input on FEMA’s proposed implementation of Procedure Memorandums and offer ASFPM’s views and recommendations.

Status: Jim Williams attended meetings with FEMA Staff, FEMA’s Contractor’s Staff, and Mapping Partners in Colorado last fall and as a result, dialogue has been established and will be continued to address issues on the Guidelines and Specifications for Flood Hazard Mapping Partners.

Goal 3: Work with FEMA and Congress to identify strategies that extend Map Modernization efforts beyond the current scope and time period, as well as address concerns about maintenance of Modernized Maps.

• Objective: Develop a White Paper on flood map maintenance addressing both short-term and long-term maintenance issues and expectations.
• Objective: Provide input and guidance to FEMA and their contractors on maintenance concerns of the ASFPM Membership

Status: A white paper dealing with routine map maintenance issues (LOMCs and PMRs) in a digital format has been drafted and will be introduced to the ASFPM at the Annual Conference in Norfolk, VA. A second white paper covering issues related to the need to maintain/update maps through new studies, updating old studies, and address other hazards such as residual risk of levees and dams will be the topic of the Committee Meeting in June and 2007-08 goals.

Goal 4: Work with FEMA on issues affecting the implementation of Map Modernization including use of digital data as effective data.

• Objective: Provide input and recommendations to FEMA on issues concerning digital data, such as printing on demand and adoption of digital data for official regulatory purposes.

Status: The Committee continues to pursue this topic with every opportunity. FEMA Headquarter Staff has solicited ideas on how FEMA could make it easier to go from GIS data to printed map. This will be a topic of discussion during the Committee Meeting.

Goal 5: Continue liaison activities with various FEMA Committees and other flood mapping interest groups.

• Objective: Provide input and expert testimony to FEMA’s committees and other special interest groups as well as offer ASFPM’s views and recommendations.

Status: The creation of a Technical Group Pod has facilitated a better coordination between the Mapping & Engineering, Coastal, and Arid Regions Committees.

Goal 6: Provide Map Modernization related information and assistance to members.

• Objective: Respond to member requests for Map Modernization information and other technical data.
• Objective: Provide a forum for members to bring concerns to be elevated to the Board of Directors.

Status: Committee Members have responded to several requests for information and guidance. One such request has resulted in a joint flyer by ASFPM and the American Association for Geodetic Surveying on “A plain language guide to emergency planning and emergency response” that provides information on geodetic control and datum’s.
