CERTIFIED FLOODPLAIN MANAGER PROGRAM

BACKGROUND INFORMATION

INTRODUCTION

The Association of State Floodplain Managers has established a national program for certifying floodplain managers. This program recognizes continuing education and professional development that enhances the knowledge and performance of local, state, federal, and private sector floodplain managers. This certification program will lay the foundation for ensuring that highly qualified individuals are available to meet the challenge of breaking the damage cycle and stopping its negative drain on the nation's human, financial, and natural resources.

IMPORTANCE OF STATE PROGRAM CERTIFICATION

The ASFPM CFM Program has been designed to encourage the development of State Certification programs where possible. It is recognized that local implementation of floodplain management programs often involves the coordination of local, state, and federal floodplain management program elements. The ASFPM CFM Program wants to be a catalyst in promoting this coordination. The State Accreditation Process of the CFM Program and the application have been created to support a greater understanding of this coordination. This application, therefore, seeks information about the state program and the extent to which the state exam measures an understanding of the interelatedness of local, state, and federal policies.

A person granted certification under this a state program will be recognized as an ASFPM accredited CFM. This recognition is valid in all states except those with their own accredited CFM Program. States with their own accredited CFM Program will determine the conditions of reciprocity for certification in that state.

If you live in a state which offers an ASFPM Accredited Certified Floodplain Manager exam, you must first apply to that state for certification or obtain a waiver from them to take the ASFPM exam. This certification is granted directly by a state, ASFPM chapter, state agency, or state or regional association that has been accredited by the ASFPM Certification Board of Regents (CBOR) in accordance with the ASFPM CBOR Charter. This certification, although issued by the appropriate state or other entity, is entitled to include a statement that it is an ASFPM-accredited state.

Any person wishing to become a Certified Floodplain Manager should first seek an ASFPM-accredited certification program in the state in which he or she works or resides If none is available (or if an exception is granted by the appropriate Accredited Chapter or State), then that person may apply for ASFPM Certification.
